The ASP has been based on the MoTIT mandate, the progress made in 2019, and the challenges ahead. In addition to these, the MoTIT has taken into account its commitment in supporting Somaliland to achieve the objectives defined in the National Development Plan II (2017-2021), and also the relationship of such objectives with the Sustainable Development Goals.
