Department of Environmental Protection

Formulation, implementation, monitoring, and evaluation of policies, procedures, guidelines, and regulations for supporting the development and promotion of environmental protection including metrology, testing of goods, quality assurance, inspection services, and intellectual property rights
Coordinate development and implementation of policy and legislation against contrabands and counterfeits and implementation to protect customers and local industries
Coordinate development and implementation of the control system for testing final products against specifications including corrective actions required in the manufacturing process to consumer demands for better products
Coordinate development and implementation of quality control guidelines in the manufacturing process including the testing of raw materials, samples along the manufacturing line, and the finished product and required preventive/remedial measures in the production process
Coordinate development and implementation of policy and champion the legislation to ensure uniform and accurate legal metrology systems, fair trade practices, and consumer protection in Somaliland
Oversee implementation of quality assurance program and required regulations by business entities in Somaliland
Ensure development, implementation, and monitoring of inspection guidelines and program to ensure that finished goods meet the required specifications
Coordinate preparation and implementation of intellectual property laws
Promote innovativeness for supporting the development of intellectual property rights
Preparation and implementation of the five (5) year strategic plan and budget for the department.
Preparation and implementation of a comprehensive monitoring and evaluation system and tools for the Department
Preparation and implementation of the capacity development for all staff based on the needs assessment and in-line with the Civil Service Commission (CSC) guidelines and requirements.
Preparation of the annual financial estimates in consultation with the heads of sections
Coordinating the formulation of the department’s risk management framework, risk profiling, risk reporting, and monitoring.

SECTIONS

Metrology and Testing Section

Review of policies, procedures, guidelines, legislation, and regulations for metrology and goods testing
Proposing and implementing policies and strategies for management of metrology and goods testing
Translating the policies into strategies, framework sand programs for metrology and goods testing controls
Implementation of metrology and goods testing framework and programs
Approving new models of weighing and measuring equipment used for legal metrology work
Liaison with international legal metrology bodies for the promotion of best practice in Somaliland
Provision of traceability metrology systems through calibration of standards and testing of equipment
Licensing of repairers of weighing and measuring equipment used for legal metrology work
Registration of manufacturers and sellers of weighing and measuring equipment
Training of legal metrology officers in Somaliland
Verification of weighing and measuring equipment in trade
Inspection of weighing and measuring instruments and pre-packed goods to ensure compliance with the law
Investigations of complaints arising in contravention of legislation in place and prosecution of related offenses
Creating and implementing the contrabands and counterfeits testing program in line with policy and regulation to protect customers and local industries
Implementation of the control system for testing final products against specifications including corrective actions required in the manufacturing process to consumer demands for better products
Establishing and improving the laboratories including policy and guidelines for undertaking tests in those facilities
Facilitate and approve outsourcing of testing that is carried out by accredited labs in many locations worldwide
Design and implement the test methods applied in trade and investment
Develop and regularly review the list of the type of product testing
Conduct properties, performance, lifecycle, and all necessary testing at Government labs or outsourced accredited labs
Monitoring the implementation of metrology and goods testing policies, procedures, guidelines, legislation, and regulations in line with the mandate of the Ministry
Implementation of the five (5) year strategic plan and budget in the Metrology Section
Formulation of the Section’s risk management framework, risk profiling, risk reporting, and monitoring.

Inspection and Safety Section

Surveying the employees of the regions
Evaluating and data collecting like forecasting the trade
Review of policies, procedures, guidelines, legislation, and regulations for quality assurance mechanisms in Somaliland
Translating the policies into strategies, framework, and programs for implementation of quality assurance in commerce and industry
Implementation of quality assurance framework to improve trade and industry practices in Somaliland
Supporting the development, approval, and regulation of and standardized internal quality assurance programs implemented by business entities to improve their systems and processes that help them realize their individual mandates
Facilitating the benchmarking of performance by business entities against the approved external quality assurance programs by local or international organizations
Monitoring the performance of business entities against the government regulations and best practices
Promoting participation by business entities in the voluntary accreditation process by approved public and private organizations
Supporting set up of complaints and advocacy mechanisms by business entities including consumer complaint hotlines, complaints, and customer care desks and development of appeals processes to detect and resolve consumer complaints.
Develop, implement and monitor inspection guidelines and program including the inspection of the first-article sample before volume production, on-site inspections of samples during the manufacturing process, and pre-shipment inspection to ensure that finished goods conform with specifications
Monitoring the implementation of quality assurance policies, procedures, guidelines, legislation, and regulations in line with the mandate of the section
Implementation of the five (5) year strategic plan and budget in the Quality Assurance Section
Formulation of the Section’s risk management framework, risk profiling, risk reporting, and monitoring

Intellectual Property Rights Section

Review of policies, procedures, guidelines, legislation, and regulations on intellectual property rights in Somaliland
Proposing policies to promote the development of intellectual property rights
Translating the policies into strategies, framework, and programs for the administration of the intellectual property rights
Implementing intellectual property rights strategies, framework, and programs to support the operations of the section in the administration of intellectual property rights
Provision of technological information to the public on intellectual property rights
Promoting innovativeness for supporting the development of intellectual property rights
Provision of Training on intellectual property rights
Undertake research and review of elements of intellectual property rights to ensure the development of new intellectual property rights
Monitoring the implementation of intellectual property rights policies, procedures, guidelines, legislation, and regulations in line with the mandate of the section
Implementation of the five (5) year strategic plan and budget in the Intellectual Property Rights Section
Ensure effective administration of intellectual property rights in Somaliland
