Department of Archaeology

 

The following are the functions of the Department of Archaeology Protection and Indigenous Arts Promotion: -

  • Development and implementation of policies about the protection of archaeology and promotion of indigenous arts industries
  • Researching and revising Somaliland's legislation on protection of archaeology promotion and promotion of indigenous arts industries
  • Plan, offer, and promote incentives programs including the awards, subsidies, and financial assistance to Somaliland’s archaeology protection and indigenous arts industries promotion
  • Promote development and management of archives and archaeological sites in Somaliland
  • Promote the preservation, protection, and promotion of folk culture, tangible and intangible heritage for cultural enrichment, development, and national identity
  • Promoting the inclusion of Somaliland’s folklore and intangible cultural heritage into the mainstream of personal, community, and national development
  • Harnessing the investment potential in arts and arts creative industries
  • Ensuring the production and marketing of arts and cultural products including crafts, visual art, and folklore products through exhibitions, festivals, theatre houses, community centers, etc.
  • Coordination of donor funding to support the cultural programs in Somaliland
  • Promote, preserve and support the handicraft, cultural sites, museums, and the Somaliland language.
  • Plan, guide, reward, and promote Somaliland's music industry, visual and performing arts industries.
  • Supporting the crafts development and skills acquisition centers to promote culture in Somaliland
  • Support use of locally available materials and resources to promote diversity of Somaliland culture and local industries
  • Ensure protection of local talents in culture and local industries in Somaliland to enhance the economic livelihood of the inventors
  • Establishment and management of crafts development and skills acquisition sites to support local talents
  • Preparation and implementation of the five (5) year strategic plan and budget for the department.
  • Preparation and implementation of a comprehensive monitoring and evaluation system and tools for the Department
  • Preparation and implementation of the capacity development for all staff based on the needs assessment and in-line with the Civil Service Commission (CSC) guidelines and requirements.
  • Preparation of the annual financial estimates in consultation with the heads of sections
  • Coordinating the formulation of the department’s risk management framework, risk profiling, risk reporting, and monitoring

The department is divided into two sections which include the Archaeology Protection and Indigenous Arts Promotion Sections.

 

Archaeology Protection Section


  • Review and propose policies, procedures, guidelines, legislation, and regulations for cultural promotion and management in Somaliland
  • Managing and coordinating official cultural activities in Somaliland
  • Researching and revising Somaliland’s legislation on cultural activities
  • Planning, offering, and promoting incentives programs including the awards, subsidies, and financial assistance to Somaliland’s cultural activities
  • Developing, supporting, and managing archives and archaeological sites in Somaliland
  • Undertaking the preservation, protection, and promotion of folk culture, tangible and intangible heritage for cultural enrichment, development, and national identity
  • Developing and implementing a promotion framework for mainstreaming Somaliland’s folklore and intangible cultural heritage into the personal, community, and national development including cultural dances, traditional ceremonies, oral tradition in form of oral information, art, and cultural exhibitions
  • Identifying and facilitating the events that promote the literary arts and create legacy projects for the people of Somaliland
  • Planning, guiding, rewarding, and promoting Somaliland's music industry, visual, and performing arts industries.
  • Coordinating the exhibitions, galleries, and crafts education in Somaliland
  • Showcasing Somaliland’s arts and crafts at national and international levels
  • Supporting the management and maintaining of national collections on Somaliland arts and crafts
  • Developing and coordinating donor funding to support the cultural programs in Somaliland
  • Monitoring the implementation of culture promotion policies, procedures, guidelines, legislation and regulations, and programs
  • Implementation of the five (5) year strategic plan and budget in the Culture Promotion Section
  • Formulation of the Section’s risk management framework, risk profiling, risk reporting, and monitoring

Indigenous Arts Promotion Section

 

  • Review and propose policies, procedures, guidelines, legislation, and regulations for supporting indigenous arts industries in Somaliland
  • Researching and revising Somaliland's legislation on indigenous arts industries.
  • Planning, offering, and promoting incentives programs including awards, subsidies, and financial assistance to Somaliland’s indigenous arts industries.
  • Harnessing the investment potential in arts and indigenous arts industries
  • Producing and marketing arts and cultural products including crafts, visual art, and folklore products through exhibitions, festivals, theatre houses, community centers, open-air markets, etc.
  • Promoting, preserving, and supporting handicraft, cultural sites, museums, and the Somaliland language
  • Supporting the crafts development and skills acquisition centers to promote culture in Somaliland
  • Facilitating the weaving of materials using locally available resources to promote diversity of Somaliland culture and local industries
  • Registering and protecting the trademarks for weaving talents in Somaliland to enhance the economic livelihood of the inventors
  • Facilitating the preservation of weaved collections in museums to promote tourism and business development through the display of Somaliland cultural aspects and their values.
  • Establishing, facilitating, and coordinating management of crafts development and skills acquisition sites in Somaliland
  • Monitoring the implementation of creative industries policies, procedures, guidelines, legislation and regulations, and programs
  • Implementation of the five (5) year strategic plan and budget in the Indigenous Arts Promotion Section
  • Formulation of the Section’s risk management framework, risk profiling, risk reporting, and monitoring
